Arrest in Congers for Illegal Possession of an Assault Rifle, Other Charges

On January 21, 2017 at approximately 4:15 a.m. the Clarkstown Police Department responded to 102 Lake Road in Congers for a report of a man with a gun. Responding officers observed five men having a verbal dispute. Upon interviewing all parties involved it was determined that the five men had known each other and were engaged in a dispute over a past relationship.

One of the men identified as Kevork Manougian, 24, of Congers, NY had left the scene and returned armed with a Rock River Arms AR-15 assault rifle. Manougian removed the rifle from his vehicle and pointed it at one of the men involved in the dispute. The rifle was fully loaded and a round was in the chamber. The victim, a 26-year-old male from Congers, was not injured.

Manougian was arrested and transported to police headquarters for processing and the rifle was secured. He was charged with criminal possession of a weapon 2nd (felony), criminal possession of an assault weapon 3rd (felony), criminal possession of a weapon 3rd (felony) and menacing 2nd (misdemeanor).

 He was arraigned in Clarkstown Justice Court. Bail was set for $100,000. He was transported to Rockland County Jail and will return to court on January 25, 2017 at 1:30 p.m.
