DA REPORT:

CRIMINAL POSSESSION OF A CONTROLLED SUBSTANCE
Thomas Anselmi, age 25, residing at 9 Emil Lane, Garnerville, NY, was indicted on April 1, 2015 by a Rockland County Grand Jury for the crime of criminal possession of a controlled substance in the third degree. District Attorney Thomas P. Zugibe stated that on or about March 24, 2015 at approximately 11 p.m., the defendant was a passenger in a car that was parked in the Village of Haverstraw. The defendant was found to be in possession of ½ ounce of cocaine and small amount of heroin.

ROBBERY
Walter Cabey, age 45, residing at 20 Williams Avenue, Hillcrest, NY, was indicted on April 1, 2015 by a Rockland County Grand Jury for the crime of attempted robbery in the third degree. District Attorney Thomas P. Zugibe stated that on or about March 17, 2015 at approximately 12:30 a.m., the defendant attempted to grab victim’s wallet after the victim exited a fast food restaurant in the Village of Spring Valley. The two were struggling over the wallet while a Spring Valley Officer approached them and arrested the defendant.

DWI
Jorge Cajamarca, age 36, residing at 5 Lynn Street, Nanuet, NY, was indicted on April 1, 2015 by a Rockland County Grand Jury for the crime of driving while intoxicated as a felony. District Attorney Thomas P. Zugibe stated that on or about December 17, 2014 at approximately 1:38 a.m., the defendant was found to be in an intoxicated condition while operating his vehicle in the Village of Spring Valley. The defendant’s blood alcohol level was greater than .08. The defendant had a previous DWI from the Village of Spring Valley in 2007.

DWI
Kristen Ferrucci, age 35, residing at 28 Closter Road, Palisades, NY, was indicted on April 1, 2015 by a Rockland County Grand Jury for the crime of driving while intoxicated as a felony. District Attorney Thomas P. Zugibe stated that on or about October 17, 2014 at approximately 12:45 p.m., the defendant was stopped for vehicle and traffic violations while traveling in South Nyack. The defendant was found to be in an intoxicated state. The defendant had a previous DWI in 2009.

CRIMINAL POSSESSION OF A CONTROLLED SUBSTANCE & UNLAWFUL POSSESION OF MARIJUANA
Josue Gue, age 26, residing at 23 Danville Road, Spring Valley, NY, and Kysean Landers, age 23, residing at 39 Hamilton Street, West Nyack, NY, were indicted on April 1, 2015 by a Rockland County Grand Jury for the crimes of criminal possession of a controlled substance in the third and fourth degrees and unlawful possession of marijuana. District Attorney Thomas P. Zugibe stated that on or about October 12, 2014 at approximately 4:45 p.m., the defendants were found to be in possession of ½ ounce of cocaine and marijuana while illegally parked in a vehicle.

PROMOTING PRISON CONTRABAND
Phillip Pfeiffer, age 31, residing at 71 Lenox Ave, Congers, NY, was indicted on April 1, 2015 by a Rockland County Grand Jury for the crimes of promoting prison contraband in the first and second degrees. District Attorney Thomas P. Zugibe stated that on or about October 18, 2014, the defendant was an inmate in the Rockland County Jail and was found to be in possession of multiple items of contraband, including a hypodermic needle and marijuana.

CRIMINAL POSSESSION OF A CONTROLLED SUBSTANCE & RESISTING ARREST
Terick Goodwin, age 41, residing at 515 Stone Street, Watertown, NY, was indicted on March 25, 2015 by a Rockland County Grand Jury for the crimes of criminal possession of a controlled substance in the third degree and resisting arrest. District Attorney Thomas P. Zugibe stated that on or about November 5, 2014, the defendant was a passenger in a vehicle which was stopped for vehicle and traffic violations. After an investigation was conducted, the defendant was found to be in possession of 31 grams of cocaine. The defendant had a brief altercation with the trooper and was placed under arrest.

ROBBERY & POSSESSION OF BURGLAR’S TOOLS
Justin Headley, age 29, residing at 12 Orchard Hill Road, Katonah, NY, was indicted on March 25, 2015 by a Rockland County Grand Jury for the crimes of robbery in the second degree and possession of burglar’s tools. District Attorney Thomas P. Zugibe stated that on or about March 6, 2015, the defendant stole property from H&M. The loss prevention officer sustained a broken finger while apprehending the defendant.

CRIMINAL POSSESSION OF A CONTROLLED SUBSTANCE
Bryan Lora, age 25, residing at 6 Barbara Road, New City, NY, was indicted on March 13, 2015 by a Rockland County Grand Jury for the crimes of criminal possession of a controlled substance in the third and fourth degrees. District Attorney Thomas P. Zugibe stated that on or about September 23, 2014 in the Town of Clarkstown, the defendant was arrested for the possession of one eighth of an ounce of oxycodone and 41 small packets of heroin.

ROBBERY
Richard Morgan, age 49, residing at 62 Eagle Valley Road, Sloatsburg, NY, was indicted on March 25, 2015 by a Rockland County Grand Jury for the crime of robbery in the third degree. District Attorney Thomas P. Zugibe stated that on or about March 15, 2014, the defendant entered the Sunoco gas station in the Town of Ramapo and demanded the cashier to give him money and place it in the duffle bag. The defendant then fled and jumped into the RamapoRiver to make his escape when he was swept by a fast current and was stranded. The State Police went to his rescue and then was placed under arrest.

AGGRAVATED UNLICENSED OPERATION
Alberto Feliciano, age 39, residing at 102 Milford Avenue, Newark, NJ, was indicted on March 13, 2015 by a Rockland County Grand Jury for the crime of aggravated unlicensed operation of a motor vehicle in the first degree. District Attorney Thomas P. Zugibe stated that on or about August 18, 2014 at approximately 1:42 p.m., a member of the Spring Valley Police Department stopped the defendant while driving on East Hickory Street with an expired inspection. The investigation revealed that the defendant’s privileges to operate a motor vehicle were suspended 25 times on 10 separate dates for failing to answer or appear on a motor vehicle violation or pay a fine.

CRIMINAL POSSESSION OF A CONTROLLED SUBSTANCE & UNLAWFUL POSSESSION OF MARIJUANA
Tyrell Francis, age 28, residing at 109 Fred Hecht Drive, Spring Valley, NY, was indicted on March 25, 2015 by a Rockland County Grand Jury for the crimes of criminal possession of a controlled substance in the third and fourth degrees and unlawful possession of marijuana. District Attorney Thomas P. Zugibe stated that on or about March 12, 2015, a search warrant was executed at the defendant’s residence and the search revealed MDMA, marijuana, heroin, cocaine, oxycodone pills and digital scales.

ASSAULT & CRIMINAL POSSESSION OF A WEAPON
Jeffrey Fuler, age 56, residing at 30 Prospect Street, Spring Valley, NY, was indicted on March 13, 2015 by a Rockland County Grand Jury for the crimes of attempted assault in the first degree (two counts), assault in the second degree (two counts) and criminal possession of a weapon in the third degree. District Attorney Thomas P. Zugibe stated that on or about March 9, 2015, the defendant with a box cutter cut the victim on the neck and back during an altercation. The defendant again cut the victim in the eye and eyelid with a kitchen knife. The victim was treated at a local hospital.

SUFFERN POLICE DEPARTMENT:

CRIMINAL MISCHIEF & CRIMINAL POSSESSION OF A WEAPON
Patrick O’Neill, 47, residing at 119 Rt. 206, Hillsborough, NJ was charged with criminal mischief in the second degree (a D felony) and criminal possession of a weapon in the fourth degree (a misdemeanor). Officers arrested O’Neill downtown after responding to a report of someone breaking street lights on Lafayette Ave around 11 p.m. At this time, officers observed five lights broken and the damage was in excess of $2,500. Officers conducted an investigation at the scene and with the assistance of a few good bystanders were able to locate and arrest a defendant a short time later. The defendant is no stranger to the criminal justice system having six prior criminal convictions and twelve total prior arrests. Some of these convictions are for possession of stolen property and possession of burglars’ tools. It was also found that he has an outstanding warrant out of Ramapo for grand larceny and possession of burglars’ tools from 2014. He was charged with felony criminal mischief and criminal possession of a weapon as he had a switchblade knife on him at the time of arrest and he is currently being held in our lockup pending arraignment.

ROCKLAND COUNTY SHERIFF’S OFFICE POLICE DIVISION:

GRAND LARCENY

Marco Maldonado-Estrell, age 43, residing in Bloomfield, NJ, was arrested on March 29, 2015 on an active Rockland County Court Warrant for grand larceny in the third degree. The subject was processed at Sheriff Headquarters in New City and turned over to the Rockland County Jail to await arraignment.


FAILURE TO RESPOND TO FAMILY COURT

Andrew Ferber, age 47, residing in Westtown, NY, was arrested on April 1, 2015 on an outstanding family court warrant issued on March 20, 2015 by Rockland County Family Court Judge Warren, for failure to respond to family court for arrears in excess of $22,591, which is owed to the private petitioner. The subject was arraigned by the Honorable Judge Warren of the Rockland County Family Court and was held on $3,000 cash bail.

OFFICE OF THE SHERIFF COUNTY OF ROCKLAND:


TRAFFIC SAFETY ACTIVITIES FOR APRIL
This April The Rockland County Sheriff’s Department will be participating in the annual “National Distracted Driving Month.” This is funded by the NYS Governor’s Traffic Safety Committee (GTSC). During the month of April, extra sheriff’s officers will be on the county and state highways using unmarked vehicles enforcing the laws which restrict the use of hand held wireless phone without a hands free device while driving and texting while driving. This restriction also covers the use of most hand held electronic devices while driving.

The Rockland County Sheriff’s Department will also be participating in the annual “Operation Safe Stop” enforcement detail. This detail which is funded by the NYS Governor’s Traffic Safety Committee (GTSC) will place extra officers on the road in unmarked vehicles to follow school buses which are picking up or dropping off children and will issue traffic summonses to drivers who ignore the red flashing lights on the school bus. The date for this annual event is April 16.

RAMAPO POLICE DEPARTMENT:

DRIVING WHILE INTOXICATED
At approximately 12:50 a.m., a Ramapo police officer initiated a motor vehicle stop on Sterling Mine Road after observing a vehicle operating with a flat tire in the Village of Sloatsburg. The officer conducted an investigation at the scene and arrested the operator for driving while intoxicated. The driver of the vehicle, a 2013 Ford Fusion, was Mr. Donald Roderick, 57, from Tuxedo, NY. He was transported to the Ramapo Police Stationhouse to be processed on this charge.  Mr. Roderick has been released from custody, and is due in Sloatsburg Justice Court on April 29, 2015 at 5 p.m. for arraignment.
