NEW CITY SURPRISE: George Hoehmann and Frank Borelli request county take over purchasing for Town of Clarkstown

We would like to recommend that the Town of Clarkstown enter into an agreement with the County of Rockland for the county to assume responsibility for all purchasing for the Town of Clarkstown.

In light of the February 25, 2015 memo from our purchasing agent, whereby he asked to be relieved of the position of “authorized purchasing agent,” it is necessary for us to move forward and find a solution that will be in the best interests of the taxpayers of the Town of Clarkstown.

In the next few weeks we can explore and confirm this arrangement with the county and have the town attorney draft the appropriate resolution and take whatever legal steps are necessary for us to make this happen in a deliberate and proper fashion. We would like a resolution placed on our April Town Board agenda confirming an agreement with the county, providing this complies with the legal steps necessary as advised by our town attorney.

We would also ask for an explanation on how the purchasing agent was selected initially and a full review of our hiring practices. It is our opinion that by turning the purchasing function over to the county we will be able to save money by putting a skilled purchasing agent in charge, eliminating redundancy and inefficiency and protecting the town taxpayer.
