It’s been over four years, but Frank “The Mad Flasher” Chillino is up to his old tricks, Stony Point PD has informed the public.

Back in 2010 and 2011, Chillino was charged with public lewdness twice over a three month span, for purposely standing naked in front of the windows of his home at 15 Clark Rd., showing off his frontal assets to the neighborhood.

This time, Chillino, 65, has become even more particular in his alleged lewdness. Police say that Chillino, arrested this week on an active warrant, had recently “exposed himself in a lewd manner…by shining a light on his groin area so that he could be readily observed.”

SPPD charged Chillino with public lewdness, a Class B misdemeanor. After posting $250 bail, he was ordered to return to court on July 7.

When he was arrested in 2010 and 2011, Chillino sported a now infamous wide grin in his mug shots. It’s the same grin friends and neighbors say that Chillino is known to wear on any given day. This go-round with the justice system, Chillino did not smile for the camera.

In 2011, friends of Chillino told the Rockland County Times that the Mad Flasher was well known for enjoying hanging out in his home in the nude, but had never been known to purposely expose himself to others until suffering some mental health issues around that time.

Chillino is not a recluse, but a relatively well-known character in North Rockland, regularly seen at local eateries wearing his otherworldly grin.

Just be careful if you are on Clark Rd. not to look too closely at his house.
